Overview
The Rental Counseling to Prevent Homelessness Program (RCPH) is a comprehensive, preventative, and proactive case management approach to ending homelessness in Lancaster County.
RCPH seeks to
stop homelessness before it starts by targeting low-income families within the county at risk of losing their housing and by creating innovative solutions to help them maintain permanent housing, thereby avoiding homelessness as well as the expensive collateral damage homelessness causes to both families & the community.
We provide:
- Housing counseling
- Budget counseling
- Landlord mediation
- Landlord advocacy/intervention
- Protective payee services
- Social service coordination
- Community building
*Please note: RCPH does NOT have housing or rental assistance available.
Where
- Community Referral
Tabor Community Services' main office is open from Monday through Friday from 8:00 am to 5:00 p.m. Counselors work to accommodate client's schedule when possible; home visits are offered.
- Community Life Network's Satellite Offices
The Rental Counseling to Prevent Homelessness' satellite office, located at the Community Life Network in Columbia, is open each Monday from 9:00 a.m. to 5:00 p.m. for both scheduled appointments and walk-ins.
- On-Site Supportive Services
Additionally, services are offered at various scattered site locations to target low-income rental communities in the County of Lancaster. Currently, these properties include: Manor Heights Apartments, Walnut Street Apartments, Dial Apartments, Country Club Apartments and Golden Triangle Apartments.
Program Mission
The Rental Counseling to Prevent Homelessness Program's mission is to rebuild families and communities through providing early intervention rental counseling to assist families in retaining rental housing and avoiding homelessness.
