Who Can Benefit From the Rental Counseling to Prevent Homelessness Program?
- Lancaster County Renters who are exhibiting signs that they may be at risk for losing their rental housing and facing homelessness. Early intervention is the key to the RCPH Program, the earlier issues impacting your rental situation are identified, the more likely our services will meet your needs.
- Partnering Landlords with RCPH enjoy the following benefits:
- Early Intervention to assist your tenant before their housing issues became too big to resolve.
- Budget Counseling to help your tenant learn all the benefits of prompt full rental payments and living within their means
- Landlord/Tenant Education for your tenant regarding their responsibilities as a successful tenant
- Case Management to address issues impacting your tenant's housing.
Who Qualifies for this Service?
Applicants for the RCPH program must be renting housing in Lancaster County and be at risk for losing this rental housing. Early intervention is the key; the earlier you are able to identify issues impacting your housing, the more likely that our program can meet your housing needs.
Income Guidelines: Applicants must be below 80% of Lancaster County Median Income as set forth by the Lancaster County Housing and Redevelopment Authority. These figures change yearly. If you think it may be close, please contact our office for more information.

How to Get Started
- Click here to complete an RCPH Application. A signed application is required to enter the program. Complete and return a signed RCPH application or apply here online. Indicate on the application which Orientation you plan to attend. The RCPH program is currently full and orientations are not currently being held. New applicants need to sign up to attend an orientation.
- Orientation
Attend an RCPH Orientation. Orientations for the Rental Counseling to Prevent Homelessness Program are held the 2nd and 4th Fridays at our Lancaster City office and one Friday per month at a satellite location in the county. Applicants must select the appropriate orientation on their application to the program.
The RCPH Orientation will cover the goals and services offered to you through the RCPH Program. Additionally, applicants receive a complementary Landlord/Tenant education class. In order to enroll in the RCPH Program, completion of the RCPH orientation and Landlord/Tenant class is required prior to assessment.
Bring Documentation. Please bring ID, proof of income, and all rental paperwork including your lease and Notice to Quit (if applicable) to the RCPH Orientation. As long as you bring this information along, an assessment will be scheduled following the Orientation.
•Reminder, we will not have any orientation on November 27th, December 18th, December 25th, or January 1st 2010.
- Assessment
Schedule and Attend an Assessment. After the Orientation, an RCPH caseworker will schedule an appointment to meet with you regarding your situation. During this appointment you can expect your caseworker to assist you with develop a budget and an individualized plan to retain your housing.
- Referrals
If it appears that your needs cannot be met by the RCPH program, information and referral will be provided to you regarding other community agencies that may help. back to top
