Who Can Benefit from this Program?
Individuals and families experiencing homelessness.
Who Qualifies for this Service?
Applicants must be:
- Residing in Lancaster County, PA
- Homeless according to HUD guidelines.
Living with friends/family or in a hotel is not considered homeless under the HUD definitions. Applicants who are not homeless under this definition cannot be considered for the Shelter to Independent Living Program. Potential referrals who will be homeless within a week under the HUD definition or living in an institution category should seek a transition or emergency shelter to address immediate housing needs and then consult with their shelter case manager for a referral to the STIL program.

How to Get Started
Individuals/Families seeking service:
Contact your shelter case manager for a referral. To register for an orientation, fill out the application with your case manager. Fax at 717.399.4127 or send to Tabor Community Services office at:

Counselors/Agencies seeking service:
Orientation
The purpose is to inform the client about program eligibility, case manager & client responsibilities, and other relevant services within Tabor Community Services.
To register for an orientation, fill out a application with the client. Referring agencies can designate on the application when the client will attend a STIL orientation and landlord/tenant class or if the client will need a private orientation. If space is available in the program, eligible clients are contacted and assigned to a case manager. Clients will be placed on a pending list if space is not available.
Orientations are held:
• Tabor Community Services every second Tuesday of each month at 10:00am.

Orientation Reminders
• Please remember that any Spanish speaking clients planning to attend one of the above orientation times will need to provide their own interpreter. If they are unable to do so, please indicate on the referral that they will need a private Spanish orientation.
• For all Tuesday orientations, please have your referral into our offices by 4pm the Monday before. For Monday orientations, please have all referrals in by 12pm that day. If there is a situation that makes you unable to submit your referral by these time, please contact Taylor Saunders at 717.358.9272 or tsaunders@tabornet.org
• Please have your clients make prior child care arrangements for orientations whenever possible. If your client can not make child care arrangements, please make them aware that if the child becomes a distraction or disruption to the class the client may be asked to leave. Thus the client will have to make up that orientation. This is to insure that everyone at orientation can fully concentrate on the information being provided.
