Job Title: Coordinated Assessment Manager

A. Basic Function:
Provide management and supervision to guide the implementation and day-to-day operations of the new County-wide homeless services Coordinated Assessment (CA) System. This includes supervision of all CA System staff and managing the working relationships between the CA System, its partners, and the many homeless service providers who collaborate with the CA System.
B. Essential Functions:
1. Manage all day-to-day operations of the CA System
2. Implement the new CA System as described in the CA System proposal working closely with the Vice President for Programs.
3. Select, hire, train, and supervise all CA System staff in conjunction with the VP for Programs
4. Manage all the processes, procedures, and instruments used in the CA System
5. Oversee the use of all data systems, including responsibility for data collection, record keeping, outcomes tracking, and other required data reporting
6. Coordinate directly with the director of United Way’s 2-1-1 Call Center, provider of initial screening services, and LHOP’s Housing Search Coordinator who maintains a housing search database, to deliver seamless and effective program interfacing and client service
7. Train all CA System staff and the staff of other service providers in using the CA System
8. Manage communication and system-wide coordination with the organizations and programs of the homeless services continuum – assuring compliance with CA System goals and priorities and leading efforts to resolve problems and conflicts that may arise
9. Participate in various meetings of the County’s homeless services system including the Continuum of Care (CoC) Committee, the Homeless Service Providers Network (HSPN), appropriate Coalition groups or committees, and others as may be needed or helpful
10. Other duties as assigned by the Vice President for Programs
C. Required Qualifications:
1. Bachelor’s degree in social work or related field required; master’s degree in social work or related field preferred
2. Minimum of three years management experience including supervising staff
3. Experience with systems coordination involving multiple organizations or entities
4. Minimum of two year experience providing direct client service with low to moderate income households
D. Required Knowledge, Skills, and Abilities
1. Well developed organizational skills and attention to detail
2. Self-motivated, innovative, and quick to take initiative
3. Ability to write and communicate professionally
4. Bilingual in English and Spanish helpful
5. Interpersonal skills to interact effectively with staff, clients, agencies, and the general public and to supervise and train staff, lead meetings and make public presentations
6. Experience using client management information systems in human services
7. Knowledge of and experience in the homeless services field desired
8. Ability to foster positive collaborative relationships with other social service organizations
9. Sensitivity to cultural and socioeconomic characteristics of populations to be served
E. Supervision Exercised: Directly supervises all CA System staff
F. Supervision Received: Responsible to the Vice President for Programs
G. Employee Classification: Full time, Salaried, Exempt
